Grand National Assembly of Turkey had taken a historic decision on 1 November 1922 and declared abolition of the sultanate. Since this decision was a clear indication of this, new political regime got across in virtue of 1921 Constitution. However, the Republic had not been officially announced.
Grand National Assembly of Turkey between April 1, 1923, had decided to hold new elections and the newly established parliament approved the agreement that was obtained in Lausanne. After acceptance of the Lausanne Peace Treaty, Turkey realized the integrity of the homeland thus a cycle was closed and a new era was opened. The developments of the political regime from April 23 1920 to find the appropriate state form has become a necessity.
on 25 October 1923 a cabinet crisis occured in the Grand National Assembly. Hence a new cabinet could not be established till 28 October 1923, Gazi Mustafa Kemal Pasha and his friends discussed during a meal at the Chankaya Palace; he concluded the conversation by saying: “Tomorrow we’ll declare Republic”. on October 29 in Republican People’s Parliamentary Group, establishment of the Council of Ministers was discussed. Since the problem could not be solved, they asked to Gazi Mustafa Kemal Pasha to express their opinions. Mustafa Kemal Pasha claimed that the way out of the crisis is changing the Constitution. parliament was also informed about the proposal of declaration of the republic .
In conclusion of negotiations that took place in the group, the proclamation of the Republic was accepted. After Party Group, Assembly had decided to accept the draft law. Gazi Mustafa Kemal Pasha was unanimously elected the first President of the new Turkish State as a result of the presidential election.
